Florida bill would make it illegal to abandon dogs in natural disasters

A proposed US bill would make it illegal to abandon pets during natural disasters like hurricanes and earthquakes.

The Florida animal welfare measure would prohibit people from leaving their dog tied up and unattended outdoors during both man-man and natural disasters.

Citizens will be forced to safeguard their pets if the National Weather Service issues a warning or local authorities order an evacuation in the case of tropical storms, tornadoes and other extreme weather.

Senate Bill 1783 filed by Florida politican Joe Gruters in March would authorise veterinarians to report suspected violations without notifying the owner.

Mr Gruters told the Tampa Bay Times: "We've seen three hurricanes and seen numerous dogs left tethered to different things.

"We want to give dogs a fighting chance."

The bill says those who abandon restrained animals "commit animal cruelty".

So lawbreakers could face a year in prison or a fine up to $5,000 (£3,800) with a first-degree charge of animal cruelty.

The bill also includes: "Authorising a contract for the sale of a horse to include a covenant for the continuing care of the horse."

Originally filed by Mr Gruters on March 1, the bill passed through the Senate Agriculture Committee on Monday with five favourable votes and no opposition.

If passed by the Florida Senate, it would take effect on July 1, 2019.
