The psychiatrist brother of Chancellor George Osborne has admitted having sex with a vulnerable patient under his care.

Dr Adam Osborne, who is currently suspended by the General Medical Council (GMC) admitted to a disciplinary panel that he had engaged in an “inappropriate” emotional and sexual relationship, despite being the woman’s private psychiatrist.

The woman, named only as Patient A, had been under Dr Osborne’s care for three years from early 2011 and had a history of mental ill health.

Dr Osborne did not attend the Medical Practitioners Tribunal Service (MPTS) hearing in Manchester and the tribunal will make a decision on the allegation his fitness to practise is impaired by reason of misconduct in his absence when it is formally opened on Tuesday.

Dr Osborne has admitted he knew, or ought reasonably to have known, that the woman was a vulnerable patient because of her history of mental ill health.

He further admits that between February 14 and February 24 last year, he sent inappropriate emails to the woman which referred to requests that she withdraw her complaint to the GMC against him, made threats towards her and the consequences for her family if she did not withdraw her complaint and an accusation that she had seduced him.

The hearing is expected to last 10 days.

The Chancellor’s younger brother has previously been hauled before the GMC and in 2010 was suspended from practising medicine for six months after he was found to be writing fraudulent prescriptions while working as a psychiatry trainee.

The GMC found Dr Osborne had “behaved dishonestly” after attempting to obtain anti-psychotic medication for a cocaine-addicted woman he had been seeing while his partner was away.

As a result, the tribunal said the misconduct, which related to incidents between June 2006 and May 2008, impaired his fitness to practise.
